The law isn't quite so sloppy as that:

The governing board of a school district, a county board of education, or the governing body of a charter school shall not refuse to approve the use or prohibit the use of any textbook, instructional material, supplemental instructional material, or other curriculum for classroom instruction or any book or other resource in a school library on the basis that it includes a study of the role and contributions of any individual or group consistent with the requirements of Sections 51204.5 and 60040 [requiring the accurate portrayal of LGBT people and racial minorities], unless the study of the role and contributions violates Section 51501 or 60044 [prohibitions on materials that "reflect adversely upon persons because of their race, sex, color, creed, handicap, national origin, or ancestry"].

It sounds more like he was scared for his safety than merely irritated. Given that the "prankster" is 6'5" tall, it's really easy to understand why his erratic and confrontational behavior would be scary.

It doesn't matter whether they believed the election was stolen. It's not illegal to believe that, and that's not what they're accused of.

What actually matters is that they knew they were not the duly-appointed electors for their state. That's what makes it fraud. That's why they're criminals. And that's why they should spend a few decades confined to a small room where they can think about what they've done.

Article four section two states that judges are not allowed to overrule interstate law.

I don't see that.

The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States. A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.
