Fecal matter is usually large intestine. It's chyme in the small intestine. Some of the defining characteristics of fecal matter are things like the large amount of bacteria (up to 1/3 of its weight at exit), the color (yay bilirubin conversion), and the compaction (and simultaneously occurring dehydration). When we're missing those things, we usually identify it as something other than feces. That means, nominally, that you don't really have much poop until you're well into the large intestine. Color is the weakest of those, but it is such a good indication of something going wrong if changed that I would say it is a part of anything that could be considered 'true poop.'

The big difference will be that those jobs can't be replaced as easily. ATC had quasi-analogous people in the military, and the only real match there is the VA. The issue is the amount of military doctors/nurses working in the armed forces does not compare to the civilian side. For the rest? NASA/NOAA/FDA have one-if-not-none person that may be able to substitute in.

With that thought, I'd be more than willing to place money on this being one of the thrusts of the idiotic doge. Why have national parks? Why care about food and drug quality? Healthcare for vets? Bahahaha, the money overlords care about their own supply, which they can ensure with their money. Everything there is focused solely on the peons, which have no meaning to the people pulling these strings.

This is why you have to introduce the concepts of mimics or demons that have access to change shape. Otherwise the party always frees the chained up maiden in the dungeon without asking any questions. Alternatively, if there is a rogue, you don't have to worry. They'll try their best to convince the others that they'll get xp for stabbing the prisoner.
