That sounds like a question for future You.
You just got moved, and the boss seems nice, right? Settle into that for now. Focus on the new routine and see where it takes you. You may enjoy your new role or meet some new people that would make all this worrying pointless.
Also, sometimes people just make mistakes. It's not always a vendetta against you.
geez. I assumed you meant a place that let you go or was annoying to work at or something. Just because a place did not hire you? Yeah I don't even see it as giving them another chance. Hiring decisions are business decisions. I don't take them personally. They have found someone with a more exact skill set than mine or maybe they did not want to pay my rate or they might have decided to not fill the position. Its just business.
a manager who seems to be nice, but everyone is nice 'till they stop being such.
...at this point I wondered, spontaneously, if you have it in your work contract that the manager must be nice.
Regarding your specific question:
I can give a company a second chance. But never a manager where I have worked and quit. I have actually avoided applying, or canceled an application, at companies where I knew that a former manager was now.
And I wonder if I should, sometime in the future, apply to those wards managed by the same people that 2 years ago rejected and outright ignored me, because it’s always good to have a plan b on the back burner and I’m running out of managers within my hospital I haven’t interviewed with.
You know your industry better than I do, but my industry-agnostic answer would be: "Yes, absolutely apply if it moves your career forward". Even horrible bosses/departments can be useful as stepping stones. Many times these are open and others are avoiding them because the environment/boss sucks. If you can do a year in that department/boss as a springboard to a higher position elsewhere, I typically think its worth it.

Worst case scenario it's the same result as not applying, so why not apply?
Only if they really make it worth my while and there are no better options.
