Faced with new laws in California and other states, big tech lobbyists want to sign a "Memorandum of Understanding" to prevent "a compliance market where lawyers drive the decisions."

most salient part "The industry is already pushing for something called a “Memorandum of Understanding,” which is what companies do when they want to create something that looks like a law, but is not a law. If they don’t get their way, they might try challenging the law in court."
