Not the only one. Yaddle was another member of his species and was also a council member.
Their species was just rare and discrete.

At opposed to his continuous colleagues, whom we don't see because they know how to be discreet.
Y'know, the funniest part about you correcting me is, I looked it up and discrete is actually a better term for their species, than my intended discreet.
