Literally zero victims sent to El Salvador received a trial or due process of any kind. None of them. They were identified by ICE and summarily deported. This one guy is a test case because it was proven to be a mistake, but dozens of others don't even have enough of a paper trail to examine. 90% had no criminal record. Even if he is returned, the administration has proven that they are willing and capable of eliminating anyone.
They've definitely extracted Americans held in other countries before (I just rewatched Argo last night), but that order has to come from the president. And he's the one that wanted people deported in the first place.
Dude is a citizen of El Salvador, though. That makes it more complicated. Going in and extracting him could easily be treated as an act of war.
Trump's only real tool would be to negotiate his return, either by offering them something, or threatening them.
Unless going to war is the plan, which I find unlikely.

Thing is if they really followed the constitution and the federalist papers, there should have been an overthrow of the government and a rewrite of the constitution every 15 years or so.

The US kidnapped people in broad daylight in the middle of Europe and negotiates the release of prisoners with dictatorships on a regular basis. So there's a wide range of options with precedents.

The guy is a fucking dictator. Dictators can do whatever the hell they want. In the lead up to the Iraq war, Saddam was accused of locking tons of innocent people up. In an attempt to placate this, he ordered all prisoners to be released. All Iraqi prisons were empty and prisoners were set free. Even the ones that abso-fucking-lutely did things that are criminal in any society (ex: murder and armed robbery), it didn't help his international reputation in the slightest.
That fucker could release all of the prisoners sent to him on a whim.

Demand that the daily budget + 10% for ICE is withheld every day until those prisoners are returned. None of those bootlicking thugs should get paid until these people are returned.
Take the money confiscated, and distribute it evenly amongst the victims families.

It is funny how all the things our lawmakers and pundits call "national security" don't actually ever seem to do anything to guarantee our physical safety. Kinda like how "the economy" doesn't have much to do with how close most of us are to poverty.
National security, the economy, welfare, etc are not meant for the likes of me and you. It’s meant for the rich and powerful, and all of the above is working exactly as it should… for them.
The truth is the US is essentially invincible when it comes to its actual physical security. The US dominates the North American continent. To the north and south it borders (until recently) friendly nations that have a fraction of our population and economy. Canada and Mexico could put up a good fight and insurgency if the US tried to invade and annex them, but the idea of either starting a war of aggression against the US is comical. It would be downright suicidal for either to voluntarily start a war to try and conquer territory from the US.
To the east and west, the US has two vast oceans. No Eastern Hemisphere power is ever going to be able to build a sufficient force to try to directly invade the US mainland. Not only does the US have a vast navy, the distances involved are simply insane. The only way an Eastern Hemisphere power would ever have hostile troops on US soil is if there were some civil war within the US that a foreign power involved itself in.
And to top it all off, the US maintains the most powerful nuclear arsenal on the planet. A nuclear bombardment is really the only threat to the US's physical security, and the US would make sure that this was an act of suicide on the part of its attacker.
Oh, and just for fun, the US is absolutely awash in civilian firearms. We can't even keep our children from getting a hold of them and shooting up schools. And that's just a handful of troubled kids. Imagine what it would look like if some foreign power actually tried to put troops on the ground in the US. We literally have enough guns to put a firearm in the hands of every man, woman, and child in the country. We're a nation of gun nuts with a cultural that celebrates and fetishizes militant independence and resistance.
The only real threat to the US's physical safety is internal. If the US ever falls, it will be because of our own internal instability, not because of some hostile invasion by a foreign power.
It's only been five years since we did that exact thing in Nigeria...
