Silver bracers, black dress with sparkles, seems like Donna Troy to me.

I can't think of anyone else with quite the same pattern as they normally use for her.

Answer: I just ran a level 1 one-shot aboard a fancy dirigible, and the party indeed had no armor or gear. They had to get it from the supply closet when things went south.
