When Trump won in 2016, it was only with about 27% of the votes from eligible voters across the country.

He's trying to frame this as an official presidential Act. Basically he's trying to go through the door the Supreme Court opened for him.
A normal court would recognize that interfering with state elections isn’t part of his official duties.
