Yes, American propaganda is propaganda, but also: They're both hugely powerful countries. It's a bit naive to view either without healthy scepticism.
Just my perspective from a smaller country. I wish we weren't the US' little bitch (Australia) and think I do view China quite a lot more favourably than the average US or Australian citizen, but I think the first sentence in your meme is the healthy view here with practically any country.
