Guessing you weren't around when MSN, AIM, IRC, ICQ, Yahoo! Messages and Skype were at the height of their popularity.
They do, and things like this are intended to get their voting base to vote for them without having to run any real policies to fix real issues because that would make it more expensive for their donor base.
I haven't been able to locate the link again, but the full video shows they're using a hairdryer to push it.
