Have you looked into gluetun? It has killswitch by design where the connection does not occur without a valid VPN.
It's very nice. I'll be happy to elaborate if you need me to.
I assume it all works on arm, I haven't specifically checked.

Don't put your jellyfin inside of your gluetun container

Gluetun + qbittorrent in docker containers is probably best option. Running service behind VPN can still be accessible from local network.
Since you are looking for torrent + media server, check out servarr, its a game changer
