Yeah, this is dumb. Minecraft is fun and they should definitely add all 3 mobs
The work is probably already done for all three, I don’t see the point of tossing said work for two of them out the window. Just wasted man hours. Or.. whatever unit their scrum board uses, idfk. It’s a fucking waste.
My guess is they're saving them for later in case they need to win players over again
None of the mobs are finished, only partially implemented. The mob vote helps mojang filter out which to add, if we didn't have it we'd still only get one mob just not the one the community chose.

Because the entire point of the vote is to make people feel part of the event. If a mob doesn't get added, its functionality will be added to something else. One example is the grindstone, which took the functionality of one of the 3 mobs of the original mob vote.
God forbid people care about the game's development. Nobody is trying to stop you from playing or enjoying the game.
I'm just a caveman that just plays modded Minecraft up until 1.12.2, don't mind me.
