The strange ox is definitely something, tho I still don't know what (not searching yet to see if I can find out ingame), you can talk to it with the spell speak to animals, the interaction is intriguing.

yep, but it seemed to lead to absolutely nowhere. Left me a bit puzzled.
Kinda leaning on the theory it might be a druid who wants some bovine action, or something equally weird, and thats why they won't speak up on what they are up to.
You'll be able to meet him again later in the game and might learn something more about what's going on with that ox.
oh, cool! Gotta get a move on then. My merry group of murderhobos have been parked for a week or so on front of some weird shadow place which hurts
You find out more about the strange ox in act 2, all will be revealed there!
The bovine appears in act iii again, where you finally learn what it wants. Sort of. It's a really weird interaction.
It's also in act 2.
Details (mild spoilers)
It's in the stables of the Last Light Inn. The loot if you kill it is the same as if you kill it in act 3 (better loot than if you killed it in act 1). Though if you kill it you miss out on an act 3 quest.
I recommend not killing it, and instead helping it when asked. I don’t know how to do spoiler text but there’s a good reason to help it in act 3 come final fight time
