Id say it might be coil whine from the higher power draw. Coil whine is generaly safe

@Bandicoot_Academic Good to know that it's safe, but it is incredibly annoying. Do you know of anything I can do to make it stop short of disabling HDR?
It could be related with non official ink cartridges that you've tried to use in your HP printer.

Absolutely. Coil whine can be caused by other factors as well. You can find lots of ways to modify PCBs to remove coil whine online, but they will all be fairly invasive. I would recommend getting the manufacturer to replace it if possible.
