It is believed that the producers structured the show that way to grab an audience from the start.
But it didn't work, because this is one of the lowest rated shows this season.
Which is a shame because the writing is actually really good IMO.
I haven't been watching this one, but according to AniList, episode 18 was the finale. No idea about the potential of future OVAs or seasons.
