Depends on the system. Dnd 5e, almost certainly. Pathfinder 2e, not necessarily. Fabula Ultima, how did you roll that high?

In Pathfinder even on weaker creatures it's important to call out the number because it may or may not crit

Can't roll 28 on a d10, but in Exalted you could easily be rolling 28 dice.
