Maybe I'm reading it wrong but it sounds like fast track p2w. You can pay to have an advantage while f2p players grind out the same power which is absolutely garbage game design. Even without new content, the playing field will never be even but it's a safe bet that new p2w content will drop with some regularity making the problem even worse.
What exactly were you expecting from Ubisoft?
You're right but it's good to still call it out I think.
