This always annoys me about these. They should have a plan for everyone no matter what that covers two dental exam/cleanings and if you do both you earn like 100 in dental work credit that you can accumulate year to year. This would maximally incentivize maintenance which saves money in the long run. I think medical should be similar. Credits to get care that is normally outside of the system or something if you do your yearly.
What do you mean by indexed? Like if it adjusts for inflation?
I think that's what they meant.

Wouldn't that mean less people will be covered over time? If it stays at 90k and wages go up eventually then more people will be over the threshold
