The Changelings do love Dr. Mora's hairstyle.
That never made sense. Odo looks like that because of doctor Mora and because he's not good at imitating faces, while the other shape shifters are good enough to pass for existing people. Yet their neutral look is Odo's.
The neutral look is easiest. Odo uses it because it's the best he can do. The Founders use it because they're lazy.
