Don't forget remove content from the PC Version then stop updating it hoping that it gets people to buy it again on the newer consoles.

Removing audio from bought games is theft as did Rockstar, recently Sony and other streaming servicesNot selling or including it for future customers is a license issue, but you should actually "own" the files tied to the account.

I tried to make GTA 4 work on my machine and it was a major issue: FusionFix, DXVK with additional parameters like Vsync lock as per PCGamingWiki, Steam Overlay enabling due to slowdown after a minute, commandline.txt with resolution, FusionFix tweak for cutscene FPS limit and tweaking slightly some settings in-game and still there are poorly explainable drops. But at least most of the game is viewable at 60 fps with much higher fidelity. Nothing to the 20 fps VHS cassette resolution of the original console release.
