Interesting! I am not super familiar with wiki software but I do like tinkering with things, so it might be fun to help out and learn the function of DokuWiki at the same time.

CC-BY-SA is a great choice and I'm happy to contribute under that license. It means other communities can use our content and add to it, and we can take their changes and add them to ours. Exactly the sort of thing that makes sense for a community wiki.
I think the toughest part is going to be building a Buying Guide that's as useful as the one on /r/visualnovels. I have some ideas of where to buy games and how to start the article off, and you can always check on VNDB for a particular release to get direct links to the vendors that sell it. One way we could expand on it is to add more detail about DRM, where to obtain DRM-Free releases, and why it's important.
I'm a little opinionated about this subject, so you might have to rein me in :)
As for prettying it up...well, you could definitely start with wallpapers of our favorite VN heroes and heroines.
