Is it able to run regular Android apps? I’d imagine the entire graphics API is completely different.

The quest already runs android, so in theory all the support is already there for Vulkan and OpenGL since it runs a regular-ish Snapdragon phone SoC.

Yeah on my Quest 3 I've sideloaded F-Droid, Jerboa, and ScummVM

even without Jerboa, the website itself works well

the Quest's web browser is really good even for Twitch, Youtube, Discord

Yep. Runs regular sideloaded APKs including emulators.
