Tldr: The tool is a behavioral intervention, paying the addicts to stay clean. It works but is controversial.
Republicans only like bribery for rich people, not poor people.
If you're rich, you're living ~~off the back of an exploited working class~~ the American Dream™. If you're poor, you need to pull yourself up by your bootstraps and work harder ~~to earn me even more wealth~~.
