It's blocked from lemmy.world. I'd recommend using LASIM and migrating to another instance like https://lemm.ee/ (note: you will need to manually resubscribe to !piracy@lemmy.dbzer0.com on your new account, since LASIM won't be able to see it).
Btw, that user has also requested deletion of !piracy@lemmy.dbzer0.com on lemm.ee and it is in consideration. If this is the reason for your switch, I'd wait for their action.
Where can we learn more about that user or their request?
He claimed he DMed the admins. I can't see any public post about it.
