Picard goes to Mot to stay bald. It's the 24th century, you don't think they've cured baldness yet? He made that choice.

Yeah that’s just the stated reason why a current day actor (or rather 80s actor) doesn’t have perfect hair.

People care very much about their looks, and just as today there are people who prefer the bald aesthetic, but for the most part people would choose to keep their hair if they could.
