I dont think there is any "effect" here. Its just a picture. Allow me to demonstrate from my throne at work. You just set the focus to the location of the lense and that will do it.

The original post doesnt in any way put responsibility for this disaster on individual victims. It just states the fact that actions have consequences and that we cant avoid them for much longer. Just accept reality. Millions will die unless we do something. Its not the time to be mad about a slightly insensitive post.
I agree that its tasteless, but the cars are most likely directly responsible for the intensity of this disaster. Ofcourse only in part but so far the world has not made any significant progress in getting rid of them.
