There's little evidence of pure nicotine being carcinogenic afaik. Nicotine in tobacco is carcinogenic due to certain reactions with other chemicals in the tobacco plant

It literally just feels like a guise so that when humans rights groups or the international community raise questions about it they can be like, "But we warned them!!"

I think the issue is that they fear giving workers too much freedom. With that newfound freedom, they may start realizing that they can demand more
