Simeon Sakskoburggotski was Tsar of Bulgaria from 1943 to 1946 and later elected as prime minister in the 1990s

King in Slavic countries. Just like how a king in Prussia is called Kaiser and a king in Rome is Caesar.

Fun fact: both Tsar and Kaiser are derived from the original Roman Caesar
